Watts per gallon (or liter?)

What technology are the watts per gallon ratings you see For different plants based on? Fluorescent, LED, metal halide, and incandescent all have different outputs per watt. It seems like kind of a useless guide, unless you know which lighting technology was used to develop these guidelines.
 
Exactly. Which is why wpg is not being used as much anymore, and PAR is becoming more common. I'm sure someone more knowledgeable than me will chime in, but one nice thing about PAR is that it takes into account that the intensity of light changes depending on location relative to the light source. For example, obviously the light is stronger 3" directly below the light source than say 6" below and 3" off center.
