What happens to the bottom part of stem plants when propagated?

When you cut a stem plant in half and replant the top part, the top half will continue to grow but what about the bottom half? Does it just die eventually, or just stay alive, or grow new stems on the sides?

Grows new stems. Normally one from each side. This is how u make plants "bushy"
