What's wrong with my plants? (Picture)

I have Amazon Frogbit floating in my 10 gallon spare. It's at the end of it's cycle, no stock, no other plants. I've been doing weekly or more often water changes, dosing with Flourish twice a week and Flourish Excel every day, as directed. HOB 30 gallon filter. I've had the plants for about a week, and they're doing worse. Lighting was the included incadescent lighting (don't know how many watts). I just changed the bulbs yesterday to Marineland 10W 5100K Flourescent (so 20w total). It's only been a day, the plants look worse. I'm guessing the issue was the lighting, and it's only been a day with the new lighting, but the plants are looking worse. Some plants are browning, some yellowing, some simply deteriating completely (see thru, etc.). There is also a lot of brown dust at the bottom of the tank. Very little surface movement, the plants are blocked into the half of tank away from the filter (so overturning of the leaves).

Do you dose N P K?, what's nitrate reading?
float plants got enough co2, can be need N P K, macro fertilizer
