White algae?

I have a planted tank. One of my onion plants has a long leaf that just about touches the surface of the water and is therefore closest to the light. On the tip of that leaf there is a long flowy whiteish stuff that looks like hair. I've not read any descriptions of this before. What could it be?

It could possibly be a hydra http://psteinmann.net/hydra.html this site is in German but has good pics of them on plants. If not this maybe a fungus but the only kind I have ever dealt with is a fuzzy kind that grew on my driftwood.
