I have just bought a new tank.
Susbstarte: Fluval plant stratum
Co2: Don't have co2 and aren't planing to
Ferts: using flourish and flourish excel
Light: finnex planted plus 24/7, sits 12" from substrate
Plants: java fern, blyxa japonica, anubias, and crypta parva

They will. You will need to play with the lighting though. The MAX setting is too high as are the peaks from the 24/7 mode if you are not pumping CO2 in there.

You might want to look into other fertilizers too.

Flourish provides hardly any Nitrogen, Phosphorous and Potassium, the three most used plant nutrients. (macro nutrients)

+1, huge difference from when I switched, to the op I switched last week to thrive all in one liquid and my plants literally had new growth 2 days later.
