Will this be enough lighting?

Well somtime when I get some money I want to start another low-tech setup on my 10 gallon for betta or a fry setup (Havn't decided yet.)

But I have a 24in flourecent light fixture i'm going to sit on top of the aquarium.

I was going to use a Ultra-Sun Trichromatic Fluorescent T-8 Lamp - 6,500K - 17W.

Will this be enough lighting for a low to low medium setup??

It should grow very easy low light plants like Crypts, Java Ferns, Mosses, Anubias
