Top Fathom TF100A Skimmer Setup: Help Needed! - Aquarium Advice

I'm having trouble setting up a TF100A skimmer from Top Fathom.

For some reason, I can't seem to adjust the water level. It doesn't seem to matter how I position the water level control coupling.
Here's a diagram from a similar model:

Could it be that the pump is too powerful? I doubt this because the the pump was used by a previous owner with the skimmer.

What else could I try?

alright i had this problem when i set mine up my water in my sump is not that deep so my water didn't even come close to getting high enough and the most wonderful things are [acronym:86f70e0153="Plastic pipe"]pvc[/acronym:86f70e0153] shut off valves they work wonder turn the knob and up and down my water goes
