Well, males are more aggressive, and are pitch black in colour, whereas females tend to get greyer on the belly than males. Apart from that im not sure, ask at your local pet store.

That would be petco and the one woman didnt know what a neon was
 
How big are the display tanks they're in? A lot of times fish are overcrowded and don't establish a clear cut territory so in some ways it lessens aggression.. but I know with the store I work for.. they mostly get along in a crowded situation.. but there's always the dominant in the bunch who likes to chew on his tank mates.

My boyfriend bought one that was assumed to be a female because it had a gray belly, but "she" ended up solid black after a week or happy frolicking in the tank. :)
