Hi I got a used tank and supplies and I have no idea what this is or how I would use it if I wanted to. Ps sorry I haven't cleaned it I have a ton to go through and clean. Thanks for you help!

Thats an undergravel filter plate. You need an air pump to use it.

I don't think too many people use those anymore. I don't like how they drag all the muck under the substrate and it can get stuck there creating some foul stuff. Definitely don't use it with plants, the roots will clog the under gravel system.
