Arranging rock/ adding livestock?

I'm going to be getting some new livestock, not sure what yet, I was wondering if I should move my LR first then add livestock or vice versa?

I currently have a tomato clown, and a azure damsel in a 29gallon long. Along with a cleaner shrimp and some peppermint shrimp.

I want to get some type of blennie, or maybe another 6line wrasse. Also I know I'm adding some more snails and an emerald crab if that matters at all.

You'd want to move your or with as little in the tank as possible I would think for ease. Why do you want to move it though? Also is that algae on your glass?

That picture is old and that was algae on the back glass.

Oh I wanted to move it because I'm just tired of the way it looks I want my fish to be more visible if possible
