Base rock

What is base rock does it have the same functions as regular live rock
 
Well, "base" rock used to mean boulder shaped, non porous rock lacking character that you would use as a base for the nicer pieces which would showcase your corals and complete your aquascape.
Now people use that term as rock that's dry. The latter makes no sense however, since you could simply call it "dry rock".

To answer the second part of your question, yes, it does the same thing.
 
So could I buy base "dry" rock instead of live Rock since its cheaper
 
Yes, and along with it being cheaper, it comes with no bad hitch hikers. Anything you will have in the tank will have been introduced by you.

Refrocks.net has it cheaper. They have 50# shipped for $85 that's $1.69 a pound. Where as your getting 30# for $63 or $2.10 a pound. I guess if you only need 30#
