brown stuff all over my tank

Ugh....

We have this all over our tank....it's new already cycled through the initial nitrogen cycle....5 awesome fish (include a domino damselfish that I want to put in timeout for bullying!!!), a fireshrimp, urchin, and a sand sifter star fish....all are healthy and not showing any signs of stress over anything....chems good...water changes....all A OK

This brown stuff grows so fast, I can't keep up with it!!! Are they fish or invertabrates that will eat it?

Would a good rinse of all external fitler layers be help? Can I do all three layers at the same time? Should I just replace the top one once a week or something?

Hey! So I bought a REALLY cheap RO/DI System from here and it works great! I was a little concerned because it was so cheap but for this kind of money I was willing to find out compared to a few hundred bucks! Check it out. A few others recommended it to me on my local forum that had one.
