Angry Sick Clownfish [Update: Melafix made it worse]

Hi, I could use some advice!

Just got my clownfish 2 weeks ago. One of the fish fins don't look so great. They almost look like he's missing top and bottom fins, but on closer inspection the bottom little fins are very close to the body. His other fins look slightly beat up as well. He's eating ok, the other clown in the tank doesn't ever attack or get aggressive with him. I can tell he's struggling, and breathing a bit heavier now. I don't see sores or white/ick on the fins. He also tries to fly closer to the top, he's not hanging by the bottom of the tank.

Tank specs - just tested:
26 gallon bow
Ammonia 0
Nitrates approx 10ppm
Nitrites 0
Ph 8.2
Salinity between 1.023-1.024

Any ideas? I want to help this little guy before its to late!

I attached the best pic I could get with my phone.

Most fins are starting to look a little rugged. I was thinking fin rot possibly?

I also only have 2 small hermit crabs in the tank. If I go with an antibacterial solution, will that harm the crabs?

I'm getting really concerned. The only symptoms i don't see him having is the mucus and white spots. I'm seeing all kinds of talk about formalin. Any ideas where to buy it? I can buy online but I don't know if he can wait that long.

I could really use the advice!

You should have a reputable pet store close that has what you need.

Well, the update ..

I went to the local fish shop to get some advice. They recommended Melafix. They also tested my water, same as my own findings. My water is good.

I added the melafix and within minutes the fishes condition worsened, he couldn't breath. He was already in that state, but suddenly he was lethargic, unable to get to the top for air, laying on the sand. 1 hour later, he died.

Now the healthy clown is hiding under behind some LR. When his buddy passed, he hovered over him, and at one point laid next to him. I actually feel bad for him, soon as I know the tank is healthy and it was just him i'll be replacing him. I am also contemplating doing a 25% water change, cause now i really dont know if I trust this product.

I really dont know what to say, my first shot at salt water fish and so far not so good.
