Damsel and goby?

Today I introduced a yellow clown goby to my 10 gallon, which already has a clown and a 3 stripe damsel. The clown is fine but the damsel is acting kind of territorial. I don't think he's hurting the goby but he'll go up to him, nudge/nip at him, and then twitch around the way clowns do when they're deciding who the dominant is. Is the damsel trying to hurt him or just making friends?
 
I'd remove the damsel. That behavior could be stressful to the goby. Also I think you need at least a 20 gallon setup
 
Nowhere to put the damsel - it seems like everything is settling down now so I think he'll be fine. I'm also getting ready to upgrade quite sizably soon.

Where do you live? You could try to give/ sell your damsel to someone......
