Fish question

Hi my name is Jon and got a question to ask I have two clowns about two weeks old and today I noticed that one of the clowns have black marks on the white stripe behind his head. I don't think it's ich but not sure. I don't have any corals in the tank just rock. What do you all think?

Doesn't look like ich, which would be white spots on the fish... What are your water parameters?
