How is filtration handled in FO tanks (no live rock) ?

I use a wet/dry and carbon. I also do regular PWCs.

Do you have to do more PWC's when you don't use live rock? How often and what %? How do you often do you clean your wet/dry? Does it use bio balls?

I do 30% pwc's monthly, sometimes more when nitrates get high. I change out the filter mats every PWC. I haven't had to clean the bio balls yet.
