Is it hard? Could be green coraline algae. It comes in many colors, not just purple.

It looks hard I tried scrubing it with a brush and it did nothing I'm just worried if it'll harm my fish and shrimp my snails don't seem to be eating it either

I bought some base rock that did that exact thing a couple of days after adding it to the tank. It ended up just dissapearing a week or so later and became purple...

Just keep an eye on it.

To me that`s the begining of coralline algea. It will turn another color in a while provided youe water parameters are ok.
