Mandarins are a very finicky and peculiar fish. How old is the tank and when did you put him in? Do you ever see him picking at the rock?

You can try live brine as well. If he is not eating at all i would check for signs of illness. Also do a water test. If your levels are not where they should be it cause stress and the fish not to eat. I would strongly suggest you read up on how to switch them over to frozen and prepaired foods. This seems to be the easiest way to keep those fish healthy even for people with large tanks.
