I have a HOB and the spill over has a lot of algae built up. Do I wipe it off or let it be?

Well, if it isn't intefering with the operation of the filter, it won't hurt to leave it. It is helping suck up nitrates and phosphates in your tank. If it is unsightly or causing problems with the filter operation, it won't hurt to clean it either.
