Yes you do. It doens't necessarily have to be "reef rock". It needs to be able to support bacteria though. Try marcorocks.com or ebay. You should be able to get "dry reef rock" for quite cheap.

I spent 75$ and on a tight budget. How much do need? Can I just have some reef rock rubble?

Yep. You just need rock, sand, lights, and some powerheads.
