Check out how a sump works for more info on what they are and do.
You need to get quality test kits for pH, ammonia, nitrite and nitrate to start. A phospate kit would be nice too, but you can probably have your lfs test your source water for that.

Read the articles on this site and then post more questions about what you are thinking about buying. You'll usually get good feedback about a product's quality.

As far as the LR 1.5 to 2 lbs per gallon is recommended for proper biological filtration.

I am not sure if anyone has mentioned quarantining your fish before adding them into your main/display tank. I have a 20 gallon Q tank that I put my new fish in to make sure they do not have any diseases. Some fish are prone to ich and quarantining has definitely proved beneficial especially when I purchased a Yellow Tang. He had ich so I treated with copper.
