Do you think 45lbs of figi live rock is enough for a 38 gallon tank?

It can work, depending on your bio load/filter. Xkenneth did give a reasonable response, again, i would think it depends on what you want in your tank, reef or FO....

45lbs is a great start. If possible try to up the amount to 60-90lbs. It does not need be done all at once. As mentioned, other filtration and bioload will make a difference.
