Mandarine dragonet feeding

I want a dragonet but I have no live rock or sand I understand how they need Copepods but if I can get him to eat frozen mystics shrimp will it substitute

Not necessarily. They have been known to revert back to live for no reasoning. Getting a captive bred and trained dragonette will increase your odds but I'd still not risk it.
