Need advise on Macro

So i put some "Chaeto" macro in my refugium and it's slowly dwindling away. Not knowing if there was any special technique, I simply dropped it in the second chamber of my refugium and hoped for the best (My mistake). I would like to know if there is a trick (or process i missed) that helps ensure this plant thrives in my refugium. Simply put, how do you "plant" this stuff? :confused:
 
Do you have a light for it? Most of the time it's just free-floating
Yes I have an 11" light on it. I run it around 10-12 hrs/day. I did drop it in thinking it was free floating. So I'm guessing it may have been dying upon arrival.
 
Any chance you already have zero nitrates and phosphates so it really doesn't have anything to live off of?
