Increase your flow. keep particulate matter suspended in the water column longer so it can be removed by your filtration before it accumulates on the sand bed.
Don't buy another sand sifting starfish. They do not clean the top layer of sand. They eat microfauna deep in the sand bed.

What is a lot of flow? You shouldn't have a dirty sand bed if you have adequate flow. I don't have sand sifting creatures and i have a white sand bed, except for a small area that's void of flow. There, things accumulate.

Trust me, it's a flow issue.

Good catch. yes, a dogface puffer is the wrong fish also. The yellow tail wrasse, if it's "Coris gaimard" is the wrong fish too.
All of those fish will end up dying in that tank.
