Predator tank?

Due to a (vary) likely change of living arrangements, I will most likely have to rearrange my tanks.. My question is, could I keep a dwarf lion fish and a snowflake eel with a sleeper goby and a red lined wrasse? To me, it seems like I could but any advice is much welcome
 
Don't think it would work out. The wrasse might be okay, depending on the size...still risky though. The eel and goby would definitely not work since they are both bottom dwellers and the eel is after all a predator.
 
They are both about 3". Just kicking around some ideas and thought this might be a cool one.. If it doesn't work the it doesn't work. The only other tank I have is a 20g and I don't think either of those fish would fit comfortably in it.
 
That was my original thought and this was my way of trying to work around it.. I could part with the goby but I kinda like the wrasse :/
