My nitrite and ammonia is at 0 mg/L and my PH is right at 8.2. My only concern is my nitrate is around 20 mg/L and i believe that is a bit high. Should i do a couple PWC's to reduce this before adding my first couple fish?
 
Even with a FOWLR, I'd still get that nitrate as low as you can. Right now is the PERFECT time for HUGE water changes since you have nothing living in the tank. A couple 50% water changes will knock those nitrates down to 5ppm really quick.
 
Sounds like you haven't changed the water since you cycle. Nitrates at that level is pretty normal then. If the PWC's don't do it, consider testing your tap water (if that's what you used) for the heck of it. Check for phosphates while you're at it. Some have been surprised.
