I've got my RODI set up and making water. I am trying to figure out if I should use my 35g trash can to mix my salt water and then just make a 5g or 2 buckets of fresh water for top offs or should I make all fresh water in my trash can then once I move it to the 5g buckets mix in the salt.

I'd go with the first. That way the salt is completely dissolved, and you'll need more for water changes than top offs

Well not bad for a first try, checked the trsh can this morning and the temp was 78 and salinity was 1.023 with no salt on the bottom!! Looks like I'll be doing a pretty major water change when I get home from taking the dog to the vet.
