How large of a water change

If there is nothing living in the tank you can do it all. If there is just live rock, keep the rock covered and change the rest. If there are fish and inverts do about thirty percent every two days. Do that about four times and you should be okay. Just always use RO from now on. The phosphates and stuff that's in the tap will eventually be gone.
 
The more you change from the start the better. Then just keep up on regular water changes with rodi and you should be fine.
 
My local water store here sells it for 24 cents a gallon and the LFS 75 cents. Needless to say I used the water store before I invested in my own unit.
 
A ro/di unit from bulk reef supply will cost you around 200$. Seems like a lot, but at .75 cents a gal. You will save that the first six months. Adding fuel and everything.
