Upgrading tanks

Haven't been here in a while, i got a real good deal on a nice 55gal with a stand and hood. It was from Petsupermarket and with a coupon and discount from a friend that works there it was about $120. Anyways i will start over with new sand and buy about 20lbs of cured live rock from lfs then add the 40lbs from my tank. there should be almost no die off, so should i set it up and move it once the water clears, or do the cycle with only sand and 20lbs of live rock ?

Also i don't want a sump/fuge right now, will i be ok with a good skimmer and about 65lbs of live rock? I have no skimmer on my 29gal and have things under control.
