What's the safest water to use for my QT tank? Tap water? Or hose outside?

I'm not sure what you are asking...I would use the same water I mix up for my display tank. Only difference between the 2 tanks really should be the one is just water with no rock in it, so you can treat with copper if necessary. Some spare PVC would work for your fish to hide while in the tank.

weather you get it out of the hose or out of the sink it is the same water (TAP)

RO or Distilled would be your best bet
