When to add water after mixing?

I just finished cycling and am goin to do my first water change. How long do I need to wait after mixing the salt in my vats and do I need a power head or air pump to mix it or can I just stir the water while adding the salt?

Since you don't have any livestock I would just use the water you mixed and put it into the tank. In the future though, after you have critters in the tank you preferably would want the salt to mix in the vats with a heater and a powerhead overnight and then use it the next day. Unless you are in a pinch and it's an emergency try to let the salt mix as long as you can. :)
 
I currently have 2 surviving chromis and a small CUC of 4 snails, if I don't have an extra heater I'm sure I can just mix it at room temp which is about 72 and the heater in the tank will just bring it up to temp since its a small amount right?
