Dragon gropy

Hello everyone ? my name is Amy & I'm new to this site. Recently I bought a dragon fish & I'm now sure he is sick. He is in a fresh water tank, he is breathing but upside down. Looks like the ends of his lil fin at the back & along his back are white. Any help w this?

is this white stuff cottony looking or spots?

It's weird, not like ick, lick its dying away or eating away the fins, it's just white, not fluffy, or like cotton

that is possibly tail rot or fin rot what ever you want to call it... do a water change and use melafix if it's isn't bad already he/she should survive it.
