Cool Hello from the S. Carolina coast

Hi I am just going to introduce myself and come out with a question at the same time. I had a succesful 55 gallon Reef tank with many different corals and fish but took it down about 4 years ago. Well two months ago I set it back up. All I needed was the Live Rock and Sand since I had all the other stuff. I have a 48 inch corallife compact flourescent light two powerheads and a hang on berlin style air lift protien skimmer. With two hang on filters. I did have to replace the lights in the fixture which is not cheap. So I have cycled the tank and trying to learn what I forgot which is a lot surprisingly, but it is slowly coming back to me. I have about 15 pounds of live rock in it now with a Picaso trigger and percula clown and a star lots of blue legged hermit crabs and astrea snails. Of course the two quick little damsels I cant catch that I used to start the cycle. So I did some research and found a you tube page all about home made Live Rock using aragonite and sand with a small part of portland cement. LEt it cure for six weeks to leach out all the lime and phosphates then it is good to go in the tank for the slow process of turning into actual live rock. Now for my question. This is without the addition of my homemade LR so take that out of the equation. I have a cloudy look to my tank. Looks like tiny white particles floating around in the water. All the levels and I mean everything has been checked and is within range. So what is it? Also I have some small green algae or seaweeds growing in the live sand. Any idea what that is? I never had either of these the first go round so they are new to me. I can't seem to find anything online about them.
