SO I HAVE A 20 gallon tank for about 2 weeks now and one of my favorite fish just lays in the gravel like he's gasping. For air I checked the pH level and it was fine but the ammonia waS a little high so I did a 25% water change is there anything else I can do to help him or is it too late please help me

Sad news with the fish but congrats on the new tank.
Perhaps, could you list more details on water chemistry (actual values), stocking, tank cleaning routine, etc.
If the water change helped, I'd do another one. Just in case, have you checked there is no ammonia in the tap water used for tank water changes?
