Newbie with Questions

Hi everyone!
I'm new to this website and forum (obviously because of the section I left this message in). I was wondering how do I submit a photo for the photo contest?
Also, can I keep a Figure Eight or Green Spotted puffer fish in a 2.5 gallon tank by himself?

both those puffer species get way to big for a 2.5 gallon, think more along the lines of a 20 gallon :?
