Hi, I'm new to sw and wanted to find out how to keep the qt running and cycled properly when there is no fish in it. Or should it be taken down when not in use? Any help would be great.:)

Two ways you can do this.

1. Keep a tank running and feed it with ammonia (approx. 2 ppm daily.)

2. Keep a sponge filter in another tank and shift it over when you need a QT tank (this is what I do). This also allows you to setup another tank on the fly for those impulse purchases.

I keep 2 cheapie hob filters running and swap them out when needed, that way I can sterilize one while the other one stays cycled

I do this too. (Impulse curses "yes" I did not mean purchases, but not blind buys, there is a difference) fish fish fish!
