whats the best way to end an algae outbreak?

im currently going through an algae outbreak and the water in my aquairum is cloudy...i am currently running 2 filters an aqueneon and a topfin filter simultaneously and they both are made for 20 gallon tanks. i have a 15 gallon tank.

i am also trying the blackout method to get rid of the algae...should i keep doing this? i need tips on the best way to eradicate this algae from my tank
 
I've had good luck using blackouts(3-4 days), but I also change something after a blackout to find what was causing my algae in the first place(too many hours of light in my case), as well as do a large water change after the blackout.

How many hours are the lights on?

Do you feed a lot?

Have you tested the water?
 
i had the lights on for 8 hours...
i feed 2 times a day..
i have tested the water and its safe
