60 litre tank problems

I have got a 60 litre tank and I have got a fluval U2 and my water isn't circulating it's going round in circles and not running though the filter, I have the filter on the left hand side of my tank any help would be great

First, please don't double post..... against forum rules.

Do you have anything else in the tank that is moving water? If not, and you have water going around in circles, then the filter is pushing water out..... if water's coming out, then it's also going in, meaning it is running through the filter.

Oh sorry

That what I thought but I have a plec in my tank and it's waste isn't setting on the gravel or going in the filter??
