Are actinic lights necessary in a fowlr? or are they only needed with corals?
where they are needed how do you know how many watts of actinic you need?

You do not need them for a FOWLR tank. You could get them if you wanted to make your fish colors Pop but it is not necessary. I use them for my reef tank.
