Actinic PC's acting different

I noticed today that when my 36W PC Actinics kicked on they stayed kinda reddish for a while and slowly turned blue (maybe over 5 min) and the ends where the ignitors are stayed red for about 3 min longer. So it took about 8 minutes for the bulbs to be completely blue.

This has not been the case in the past. Does this mean the ballast is going, or is it the bulbs?

How old are the ballasts and bulbs?

Bulbs are about 5 months and Ballast is around 3 months.
