Bak Pak 2 Issues

My Bak Pak 2 has stopped skimming it appears. The collection cup only fills with water, no foam. There are a ton of tiny bubbles in the chamber, and I recently brushed the powerhead and cleaned half of the bio bale. I have adjusted the level of the collection cup with no success. Any ideas?
