Bio cube skimmer doesn't fit

Ok probably just me but...where the heck does this thing go? Right side chamber and hooks up where? If I hook it it doesn't close an if I submerge it it fills up. And that little knob to control the pressure... Yeah worthless!! Doesn't do squat!! The chamber is full of water.

Any help would be greatly appreciated before this skimmer goes 3 story's down and skims the roadway for debris

It says place between chamber 1 and 2 but the filter is in 1 so I can't hook it on as the directions say do to the filter being in the way.

Also funny thing is all YouTube install videos show it that place but there's no filter. Some filters are on top of the tray where the bio media would have been on top of that cover.
