Cascade 1000 filter

I have had my Cascade canister filter for almost 2 years. I've had no problems until just recently. My filter is making a high pitched noise today. It didn't yesterday. I also have a build up of nitrate in the tank and I don't know why.
I know I need a new ring that goes around the top of the white baskets but can't find it anywhere. Any ideas?

I found the noise was from some plastic stuck in the intake tube, but I still need to find a replacement ring thing.
