cascade 300 External Bio-Falls wet/dry biological booster

this filter along with another was on the 125 gal tank when i got it i have the cascade on my 55 to seed it before i put it on my 125 when its ready to be set up for salt the other person ran it with fresh but how exactly does this part on it work wat does it do?
