What's the best and fastest way to cool off my tank it's above the green and it's all baby's.

Adding increased water circulation can help to reduce the temperature. Air pumps, power heads, and filters can all be used for circulation. They will not make drastic differences though

I have also read about people using fans to blow across the surface

There are other methods to cooling off your aquarium too, it just all depends on what kind of temperatures we are talking about here.
