Do I really need a heater?

I live in UAE and I want to keep a freshwater community tank but I read everywhere that tropical fishes need heater but it is summer here and the temperature last year was 51°C (123°F). So my question is do I really need a heater for summer?

IMHO...The fish you want to keep will need a specific temperature range to thrive. If it gets too hot in the tank you may need a chiller. If it gets too cold in the tank then you will need a heater.
So I guess it comes down to exactly what fish you want to keep and what they need.

I want to keep tropical fish and my house is not hot it is usually cold enough

A thermometer for your tank and watching the temperature in addition to knowing what your fish need to thrive will help answer your question.
