Dosing confusion?

When dosing conditioner/Carbonate etc. are the instructions best followed, by
A. Using tank volume
B. Using only my water volume
Thanks for any input in advance

Actual water in tank IMO.

I condition it after its filled and set up completely. Most of all with filter and air stone. Get your oxygen in that water for a better cycle. Keeps the nitrite level down. Do water changes when that starts climbing. Or ammonia level is too high. Air bubbles are best friend when starting up.

For water conditioner: I just dose the full tank volume, prime is cheap enough that it doesn't matter.

For other things: Dose for the actual water volume. But be sure to test for things you're dosing for so you can adjust accordingly.
