Dual or single ballast?

I am looking to get a PFO ballast (250W). Is the single ballast more reliable? Is the dual actually two separate ballasts just housed together?
Also, if I get the 400W, will it still power 250W bulbs with no problems, or is it just too much juice. I don't want to buy another ballast if I decide to upgrade, like we all do eventually.

Let's get a line wet!

THey are both equally reliable. PFO makes the best on the market! No you cannot run a 250 watt bulb off a 400 watt ballast.
