just to verify is it ok if my bio-wheel is spins at a very slow rate and stops then goes again and i do mean slow?

Yes, it is ok. If it permanently stops, pull the biowheel out and clean off the 2 tabs that stick out of the end where it spins, as well as the bearing where the tabs go into on the filter. That will get it spinning again. But as long as it's spinning, don't mess with it, no matter how slow.

my bio wheel is making a noise i change the impeller but nothing much change if I go ahead and buy a fuval 404 can it work in my 20 until the 60 is ready?

Might have a bit of a strong current in the 20G. Haven't tried it myself, not sure.
